Scheme Details and Eligibility
Duration: The ECO LA Flex Scheme runs from July 2022 to March 2026.
Coverage Area: Your property must be situated in Cheshire West or Chester
Property Requirements: Properties must have an Energy Performance Certificate (EPC) rating of E, F or G*
* properties with an EPC D will need an insulation and heating measure to qualify.
Eligibility
To qualify for Cheshire Flex grants, you must meet one of three criteria:
- Low income: Household income under £31,000 with an EPC rating of E, F, or G.
- Vulnerability: Meet two of the following proxies (excluding “low income”):
- Live in a deprived area (specific indexes listed).
- Receive a council tax rebate based on low income.
- Be identified as vulnerable to a cold home by NICE guidance.
- Receive free school meals due to low income.
- Receive local authority support for low-income and vulnerable households.
- Be referred by an energy supplier or citizen’s advice for struggling to pay bills (excluding proxies 1 and 5).
- Health vulnerability: Have an EPC rating of E, F, or G, be identified by a doctor as low income and vulnerable, and have a health condition worsened by a cold home (cardiovascular, respiratory, immunosuppressed, or limited mobility).

Step 1: Application and Initial Check
Start your application online or call us for help. We’ll check your eligibility, including your EPC (or obtain it if needed). If you’re not eligible for this scheme, we can connect you to other options.
Step 2: Pre-Qualification and Survey Arrangement
**If eligible, we’ll schedule a survey to determine the best upgrades for you and collect required documents:
- All applicants: EPC (we’ll obtain it if needed) and Council Tax letter.
- Route 1: Income verification (payslips, P60, bank statements).
- Route 2: Evidence based on chosen proxies (we’ll advise).
- Route 3: NHS letter (we’ll help you obtain it).**
Step 3: Local Authority Approval
Cheshire West and Chester Council will review your application to ensure it meets program criteria.
Step 4: Pre-Installation Coordination
Upon approval, we’ll conduct detailed surveys, order materials, and schedule installation of your energy-saving measures.
Step 5: Project Completion and Handover
After installation, receive a handover document with warranties, specifications, and insurance information.
Step 6: Enjoy Your Enhanced Home
Enjoy your warmer, more energy-efficient home and lower bills!
