What is the Warm Homes Loan Scheme?

The Warm Homes Loan Scheme is a government backed loan scheme for clean energy home upgrades, announced on 27 October 2026 as part of the Warm Homes Plan. It is not a grant. Instead, the government pays participating lenders to lower their interest rates, so you can borrow for solar panels, a home battery or a heat pump for far less than a normal personal loan.

How much lower is the interest rate?

The government funding is designed to cut the interest rate by up to 5 percentage points compared with a typical bank or high street loan. Some lenders are going further and offering Warm Homes Loans at 0% interest. Terms of up to 30 years are available from some lenders, and the rate reduction applies to loans of 3 years or more.

Why it matters

For most families, the cost of solar panels or a heat pump is paid back through lower energy bills, but finding the money upfront is the hard part. The Warm Homes Loan removes that barrier. The government says a home with solar panels, a battery and a heat pump could save up to £550 a year on energy bills, and up to £300 a year more on a time of use tariff.

How much can you borrow with a Warm Homes Loan?

Each technology has its own maximum loan under the Warm Homes Loan Scheme:

Home upgrade Maximum Warm Homes Loan
Solar panels £15,000
Battery storage £15,000
Air source heat pump (air to water) £20,000
Ground source heat pump £35,000
Air to air heat pump £10,000 (once MCS certification is available)
Biomass boiler £20,000
Heat network connection £7,500
Other micro renewable systems £20,000

Warm Homes Loan for solar panels

You can borrow up to £15,000 for solar panel installation, which covers a typical home system with room to spare. Use our solar energy calculator to see what solar could generate on your roof.

Warm Homes Loan for battery storage

A further £15,000 is available for a home battery, so you can store cheap or free solar power and use it in the evening. Batteries can also be added to an existing solar system.

Warm Homes Loan for heat pumps

You can borrow up to £20,000 for an air source heat pump, and the loan can be combined with the Boiler Upgrade Scheme grant to bring the cost down even further.

EV chargers are not currently included in the scheme.

Warm Homes Loan eligibility: who can apply?

The Warm Homes Loan Scheme is open to:

  • Homeowners who live in their own home
  • Private landlords upgrading a property they rent out

Loans are available across England, Scotland, Wales and Northern Ireland.

Is there an income limit?

No. Unlike most energy grants, there is no income threshold and no minimum EPC rating. The scheme is aimed at households who can afford monthly repayments but not the upfront cost. Each lender runs its usual credit and affordability checks and may add its own criteria.

Can landlords get a Warm Homes Loan?

Yes. Private rented sector landlords are one of the two groups the scheme is built for, and if you own more than one property you can apply for a loan for each one. See our landlord solar and heating page.

Who is not eligible?

The scheme does not cover social housing or businesses. Short term lets, annexes and homes where you run a small business are still eligible, as long as the upgrade mainly serves the home.

Can you combine the Warm Homes Loan with the Boiler Upgrade Scheme?

Yes. If you are installing a heat pump in England or Wales, you can claim the Boiler Upgrade Scheme grant and use a Warm Homes Loan to cover the rest. The grant comes off your invoice first: £7,500 for most homes, or up to £9,000 for homes on oil or LPG with no mains gas until March 2027. The loan then covers the balance, so you could have a heat pump fitted with nothing to pay on the day.

In Scotland, the Warm Homes Loan can be used alongside Home Energy Scotland funding.
